I tried to upgrade to the Windows 10 version 1803 March from v1709 on my computer through Windows update. Teamviewer not accepting incoming connections. The process went smoothly and then rebooted the device. However, when I login with my local account, the desktop became unavailable in a black background screen. The only visible icon was the recycle bin while the taskbar didn’t function any more. It showed “updates help protect you from an online world” message.
Then I pressed the power button to make a cool restarting. And it just restored to the previous version of Windows 10 Pro subsequently. On my other Windows 10 tablet, it is a black screen with a mouse, while running the restart becomes non-functional currently. But I notice that the it only allows me to do things in task manager.

To resolve the problem, you have to use a different Windows computer to create the USB install disk first. It seems to be not working on Mac.
* Access the Microsoft link in Edge browser to download the media creation tool.
* It also requires a flash driver with engouh space. Don’t put any important data file on it, because it will be wiped up.
Use the tool and follow the on-screen instructions to create a USB install disk with specifically version 1803.
* Return to your tablet or computer which get the blank unavailable desktop, and plug in the flash driver.
* Move the mouse to right-click on a blank area of the Start bar, and select “Task Manager” option.
* Click on the “File” tab at the top of Task Manager, click on “Run new task” > Browse…, and navigate to the location of your flash drive.
* By default it is D: driver and go inside the disk. Find the setup or setup.exe file, select it and click Open button.
* Check on “Create this task with administrative privileges.” box, and click OK to contunie.
* The manual v1803 upgrade process starts. Remember to keep all files and apps. Then it restart again and displays “working on updates”. That’s all.

I have connected an external hard disk to my Surface Pro 4 tablet via USB port and the File Explorer mount it as H: drive letter. When I went inside it and tried to open any folder, Windows 10 popped up the error “The Recycle Bin on H: is corrupted. Do you want to empty the Recycle Bin for this drive?“. The $Recycle.bin is a system protected and hidden folder in each drive of Windows 10/8/7. If the related Recycle Bin gets corrupted, you have to delete it to repair and re-build a new folder. But all of files and folders already in this Recycle Bin are also permanently delete and you cannot recover them.
